Data centers now compete for physical power and skilled labor simultaneously. Unlike the previous two decades, when hyperscalers repurposed excess power from shuttered steel mills, automotive plants, and washing machine factories, new capacity must be built from scratch. Those factories carry multi-decade payoff horizons and justify their CapEx only if AI demand sustains for 10 to 30 years. The capital markets are pricing that in, but with risk.

China's electricity generation advantage amplifies the geopolitical stakes. China produces more than twice the electricity of the US and grows generation 10 times faster. State Grid can coordinate new capacity directly with Alibaba, Tencent, and Baidu, avoiding the zero-sum scramble for existing infrastructure that defines the US market. China starts behind in chip quality but can brute-force the problem with cheaper, abundant power. If AGI emerges before 2030, America's head start in chip architecture likely dominates. If it emerges after 2035, China's faster infrastructure buildout and energy scaling give it higher probability of leading the race.

Energy scarcity historically triggers discovery and innovation. Gas turbine manufacturing is already under stress, and new lithium deposits have materialized. But the constraint is real: you cannot order a nuclear plant or a full-node fab on a two-quarter lead time. The infrastructure race hinges not on whether supply will eventually adjust, but on whether it adjusts fast enough to prevent a decisive competitive gap.
